1. Open the page with Edit with Elementor and click the text where the link should live.
2. Select the exact words you want people to click, for example the Environment Agency website.
3. In the small toolbar that appears, click the chain link icon.
4. Paste the full web address, including the https:// part.
5. Click the arrow or press Enter to apply, then click the Update button (bottom of the panel, or top right on newer editors).
Tips
Link words that say where the link goes. Click here tells nobody anything; buy your rod licence here does the job.
To make the link open in a new tab, click the link, click the pencil to edit, then the cog, and tick Open in new tab. Sensible for external sites so people don't lose your page.
To link a button rather than text, click the button and paste the address into the Link box in the panel on the left.
